Abstract:
This data set contains imagery from the National Agriculture Imagery Program (NAIP). The NAIP acquires digital ortho imagery during the agricultural growing seasons in the continental U.S. A primary goal of the NAIP program is to enable availability of ortho imagery within one year of acquisition. The NAIP provides two main products: 1 meter ground sample distance (GSD) ortho imagery rectified to a horizontal accuracy within +/- 5 meters of reference digital ortho quarter quads (DOQQ's) from the National Digital Ortho Program (NDOP) or from the National Agriculture Imagery Program (NAIP); 1 meter GSD ortho imagery rectified within +/- 6 meters to true ground. The imagery may contain as much as 10% cloud cover per tile.

The tiling format of the USDA_FSA NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 300 meter buffer on all four sides. These quarter quads are mosaicked into seamless countywide products, rectified to the UTM coordinate system (NAD83) and compressed to MrSID (with a compression ratio of 15:1). The county mosaics comprise the source imagery for the product GRANIT is distributing.

GRANIT re-processed the countywide mosaics to: 1) re-project the data to NH State Plane feet, NAD83; 2) mosaic the county files into a statewide image; 3) tile the data to 15-minute quadrangles to facilitate distribution; and 4) re-compress the data to MrSID Generation 3 format using a 50:1 compression ratio.

Purpose:
The NAIP imagery is available for distribution within 60 days of the end of a flying season and is intended to provide current information of agricultural conditions in support of USDA farm programs. For USDA Farm Service Agency, the 1 meter GSD product provides an ortho image base for Common Land Unit boundaries and other data sets. The NAIP imagery is generally acquired in projects covering full states in cooperation with state government and other federal agencies who use the imagery for a variety of purposes including land use planning and natural resource assessment. The NAIP is also used for disaster response, often providing the most current pre-event imagery.

If defects are found in the NAIP imagery during the warranty period such as horizontal offsets, replacement imagery may be provided. Imagery containing defects that require the acquisition of new imagery, such as excessive cloud cover, specular reflectance, etc., will not be replaced within a NAIP project year.

The first processing step, described below, represents processing performed by USDA FSA APFO to create the COUNTYMOSAICS.

For each county, aerial photography was acquired using a frame based digital camera (UltraCamD (UCD), UltraCamX (UCX), or DMC), therefore no scanning conversion from film to digital was needed. Geometric and radiometric calibration for each one of the camera heads is determined in the manufacturing laboratory. This step is also known as geometric and radiometric calibration of a single camera head and done when the sensor is being manufactured. The 4 multispectral heads collect 4 separated bands: Red, Green, Blue and Near Infrared wavelength. Both the UltraCam and DMC sensors collect 12bit data. The UCD sensor CCD pixel size is 9 micron with a footprint of 7500 pixels in the long track, and 11500 pixels in the cross track. The UCX sensor CCD pixel size is 7.2 micron with a footprint of 9420 pixels in the long track, and 14430 pixels in the cross track. The DMC sensor CCD pixel size is 12 micron with a footprint of 7680 pixels in the long track, and 13824 pixels in the cross track. Twin Engine Navajo, Turbo Commander and Conquest aircrafts were used, flying at average flight height of 6,700 to 8,600 meters above ground, allowing image acquisition of 0.67 to 0.86 meters Ground Sample Distance. An INS - Inertial Navigation System, with AGPS (Airborne GPS) and IMU (Inertial Measurement Unit) was utilized for all aerial missions. The INS allows for accurate photo-center registration and image orientation. For inspection and verification of accuracy of the exterior orientation computed with the Inertial Navigation System, stereo compilation was performed for every flight mission and its result compared against higher accuracy source data. If a test of positional accuracy failed (> 5 meters) a full analytical triangulation is processed for that mission, assuring accurate horizontal positioning. USGS seamless NED data was used as a surface for ortho-rectification. Surdex used proprietary software to rectify the scanned images. Rectification was done using Lagrange resampling. Color balancing was then performed on each exposure. Surdex software tonally balanced each exposure to alleviate the effects of hotspots, side-to-side shading within an exposure, and tonal differences between flightlines due to dissimilar conditions at the time of capture. Each exposure was then balanced to predefined target values used throughout the project, creating a dataset consistent and uniform in radiometry. Seams between exposures were determined by Surdex software to use the best exposure based on proximity to nadir and ground angle to the camera. Delivery tiles were then extracted from Surdex seamless imagery database, named to meet the DOQQ and/or DOQ naming convention, and formatted as defined in the task order. Horizontal accuracy was once again tested for 6-meter absolute accuracy. If failed, then the entire flight mission would be revised, a new aerotriangulation performed and new set of doqqs produced. Quality control was performed on a sampling of each deliverable to ensure no artifacts or anomalies were present in the imagery.

ERDAS Imagine 9.3 was used to mosaic each of the 10 projected county images (COUNTYMOSAICP) to produce a master statewide image. This was done to enable tiling the data into full 15-minute quadrangles within the state. The following lists the order in which the tiles were mosaicked: Hillsborough (013), Sullivan (019), Strafford (017), Rockingham (015), Merrimack (013), Grafton (009), Coos (007), Cheshire (005), Carroll (003), and Belknap (001). Counties at the end of the list overwrite preceding entries. (Note that the order is reverse numeric with the exception of Hillsborough. The source Hillsborough county mosaic had quality issues and we attempted to overwrite these problem areas as much as possible with data from adjacent counties.)

The NAIPQUADS images were compressed using LizardTech GeoExpress 4.0 to generate the final *.sid files for distribution. The files were compressed with a 50:1 encoding ratio to produce a set of MrSID Generation 3 output files. A ratio of 50 was used to correspond with previous GRANIT NAIP distributions and to facilitate ease of data download via the internet. Additionally, each quad was "cropped" by 2500 feet during the compression process to ensure perfectly orthogonal images.
